What is Skim PEKA PKS ?

SME has always played a vital role in supporting the growth of Penang state. The SME sector is critical for creating jobs, improving productivity, and encouraging innovation, and so contributes to both the people's and the state's prosperity. Skim PEKA PKS, also called as the Penang Business Continuity Loan Scheme is a special loan scheme launched by The Penang State Government.

Objectives of Skim PEKA PKS

According to Chief Minister Chow Kon Yeow, the main objective of this special program is to help and support small, medium-sized, and micro businesses to continue operating through capital injection. The plan is interest-free and must be returned in accordance with The Penang Development Corporation (PDC) 's website requirements. Those who are able to fully repay their debts within the due date will get refunds as an incentive. However, a late payment penalty will be imposed if the loan is not repaid in full within the date.

Application period: 7 October 2021 - 20 October 2021

Loan Amount: RM5,000.00 - RM20,000.00 (for loan approval of RM10,000.00 and above, a processing fee of RM150.00 will be charged)

Repayment period: 24 months + Moratorium (grace period) for 6 months

Collateral/guarantor: No collateral and guarantor


Starting from 7 Oct 2021, the Penang Government has once again opened the PEKA PKS 3.0 Loan Scheme with a fund of RM 5 million to all micro, small and medium entrepreneurs, especially those affected by the Movement Control Order (PKP) and the Emergency Law Order which started in January 2021.


Penang Industry and Entrepreneur Development Exco, Datuk Abdul Halim Hussain said, the previous State Government in April had introduced the SME PEKA Loan Fund of RM 30 million and the Tourism Loan Fund of RM10 million to help SME and tourism entrepreneurs affected by the implementation of PKP.


“The Penang State Government is aware that many entrepreneurs have been severely affected by the implementation of PKP and the Emergency Law starting January 2021 followed by PKP 3.0 in May because they are not allowed to conduct business and they lose their source of income. Realizing this fact, the state government has allocated RM5 million in loan funds to help and give priority to these entrepreneurs," he added.


The loan starts from a minimum of RM 5000 to a maximum of RM 20000 without any interest with a loan repayment period of 30 months including the first 6-month moratorium: to put it another way, according to (Bank Negara Malaysia) BNM, borrowers/customers with loans/financing that satisfy the requirements will not be required to make any payments during this time, and no late payment costs or penalties would be applied.


With this loan, the State Government hopes that the affected entrepreneurs will be able to resume business as usual with compliance with SOPs and new norms with the announcement of the reopening of all economic sectors by the government.

Requirements of Application:

The eligibility conditions imposed on applicants who apply for this scheme are as follows:

  • Malaysian citizens aged 21 to 60 years.
  • The applicant is a voter in Penang.
  • Applicant does business and resides in Penang.
  • Applicant has a place/business location/doing business on mobile/running a business at home.
  • The applicant has been in business for more than 6 months.
  • The applicant has a business license (MBPP/MBSP)/Company registration certificate (SSM) and the date of the license/business registration has not expired.
  • One loan per household (except separate businesses and different business registers (SSM) as well as good payment records for households.
  • Applications are open to sole proprietorships/partnerships/private limited/cooperatives.
  • Borrowers from the Hope Loan Scheme (SPH) and the Penang Sensitive Scheme who still have the loan are not eligible to apply.
  • Those listed under CTOS will be considered on a case-by-case basis.

Type of Business Eligible to PEKA PKS 3.0:

The types of businesses that are eligible to apply for the PEKA SME 3.0 Loan Scheme are as follows:

  • Food/Beverage/Restaurant/Caterer Outlets.
  • Shop clothes, textiles, scarves, fruits, snacks.
  • Services - Car, motorcycle repair, laundry, computer/phone repair, eyewear shop, and gym.
  • Night Market/Morning Market.
  • Making - cakes, biscuits, chocolate, frozen food.
  • Online business.
  • FoodTruck business.
  • SME Entrepreneurs.
  • Construction Sector-Contractor Class G1.
  • Taska, Tadika.
  • Tuition centre.
  • Training Consultants.

The following are the documents that need to be attached in this application.


a) Please be informed that the CRA Form must be signed by ALL Directors/Owners/Partners if any

b) The number of CRA Forms will exceed one sheet if more than 2 owners

  • PDC EFT Form * - Download here

  • Bank statement for the last 3 months *
  • Copy of SSM Business Registration Certificate (Companies Commission of Malaysia) *

a) Sole Proprietorship / Partner - Business Registration Certificate (Form D) or Business Renewal Certificate (Form E)

b) Private Limited Company / Limited Liability Partnership - Form 9 or Section 17 (Company registered after 31 Jan 2017) and Copy of

Form 24 & 49 / Superform

  • Valid MBPP/MBSP Business License
  • Copy of Identity Card of Applicant/Business Owner/Directors of Company/Cooperative *
  • Latest EPF (employer) statement - Form A
  • Company financial statement / Latest Inland Revenue Board (IRB) Tax Return for 2 years - Form B / BE / C
  • Audited financial statements or company statements 2018/2019/2020

a) Only statement of financial position (Balance Sheet) and income statement (Income statement)

  • Latest management accounts (2021)
  • Additional documents to prove the business is affected (eg Tenancy Agreement), if any.
  • Copy of reference identity card (husband/wife, mother/father, sibling or friend of the applicant) along with the latest address & reference telephone number. *
  • Business pictures such as pictures of premises, products and machines. *
  • Quotes from suppliers (for loan purposes) or a comprehensive business plan.
  • Copy of latest electricity or water bill (residential house). *
  • Sketch of business premises location plan.
  • Review of Voter list (Voters in Penang). *

All PEKA SME 3.0 Scheme loan applications must be applied online and The Penang Development Corporation (PDC) has been appointed as the secretariat of the PEKA SME 3.0 Scheme.
